Every family that has ever bought a home in Bhubaneswar — whether the experience ended well or with regret — went through the same basic process. They visited sites, talked to developers, checked some things, and made a decision. The difference between the two outcomes is almost always traceable to which things they checked and which they skipped. This checklist is built from that accumulated experience.
Work through it for every project on your shortlist before any payment is made.
Section 1: Location
Commute Tested at Peak Hours
Drive from the project to your workplace at 8:30am on a Tuesday. Record the actual time. This is the number you will live with every working day — not the Google Maps estimate at 11pm.
Social Infrastructure Confirmed as Operational
Schools, hospitals, supermarkets, banks — confirm which are currently open and accessible, not planned. What exists today matters; what's announced for the future is a variable you cannot control.
Visited at Multiple Times of Day
A project that feels calm on a Sunday morning may feel very different at 7am on a weekday. Visit at least once during peak morning and evening hours before deciding.
Section 2: Floor Plan and Space
Walked a Real Unit — Not the Show Flat
Ask to see a standard under-construction or recently completed unit. Stand in it and assess: does every bedroom have natural light? Is the kitchen ventilated? Does the staircase position make sense? Is the usable space genuinely functional?
Carpet Area Confirmed in Writing
Get the carpet area — not super built-up or saleable area — in writing, for every shortlisted project. This is the only fair basis for space comparison.
Floor Separation Evaluated for Daily Life
For duplex homes: confirm which rooms are on which floor and how the layout supports the family's actual daily patterns — work, study, guests, elderly parents.
Section 3: Construction Quality
Waterproofing Checked at Wet Areas and Terrace
Ask to inspect the bathroom-to-wall joints, terrace waterproofing, and any visible drainage areas in a standard unit. Poor waterproofing is the most common source of post-possession disputes and maintenance costs.
Electrical and Plumbing Materials Assessed
Check the quality of conduits, switchboxes, and visible plumbing fittings in a standard unit. These are invisible after completion and determine long-term reliability.
Structural Finish at Wall-Floor Joints Inspected
Corners, joints, and transitions between surfaces reveal structural care more reliably than painted surfaces or finished flooring.
Section 4: Legal Documents
RERA Number Verified on Official Portal
Confirm the project's RERA registration independently on the Odisha RERA portal — not from the brochure or the sales team's assertion. Takes five minutes and removes a significant class of risk.
Land Title and Approvals Reviewed by Independent Lawyer
Have a lawyer you appointed (not the developer's suggested lawyer) review the land title, ownership structure, and all government approvals. This is the most important professional fee in the entire purchase.
Possession Date and Delay Penalty in Agreement
Confirm the possession date is written into the sale agreement with a specified delay penalty per month of overrun. If a developer resists this, the resistance itself is the answer.
Section 5: Amenities, Budget and Maintenance
All Operational Amenities Walked Through on Site
Security infrastructure, internal roads, drainage, lighting, common areas — confirm what is operational today, not what's in the future-phase brochure. Only count what you can see and use.
Total All-In Cost Received in Writing
Base price + registration + GST + maintenance deposit + legal + any other charges. Get this for every shortlisted project in writing. Compare projects on total outlay, not headline price.
Maintenance Structure Confirmed
Who manages the community after possession? What is the monthly maintenance charge? How are decisions about common infrastructure made and funded? These are operational realities that affect daily life for years.

Schedule a Visit →This checklist does not guarantee a perfect outcome — no checklist can. But it does guarantee that a buyer who completes it has done the work that separates an informed decision from a rushed one. In Bhubaneswar's market in 2026, with the range of developer quality that exists, that distinction matters more than it ever has.
